Undersecretariat for Defence Industries organized 2 nd Acquisition Logistics Assembly on 28 April 2012. The main purpose of this assembly was to explore the required approaches, studies and plans for the logistics of domestically developed defence projects. This logistics support can be provided from firms which are direct producers of the systems or eligible for logistics support. The objective was to find the best way/s for logistics support of domestically developed defence projects by considering applicability and cost efficiency as main criteria. This event was a great opportunity to learn what the developer firms are planning to do in terms of logistics support.

Of course, to realize logistics capability of developers is important, but I would like to emphasize another point which is very important. If we compare our current defence industry with the defence industry which we had it 25 years ago. We did not have any defence systems developed in Turkey. Over the last 25 years since its establishment, the Undersecretariat for Defence Industries has made significant achievements in building the blocks for a modern national defence industry in Turkey, with notable results in certain vital areas. As a result of considerable dedication and efforts, key defence industry institutions have been established to meet the requirements of the Turkish Armed Forces locally, each filling an important void in its field .

I made an inference from discussions and conversations in 2 nd Acquisition Logistics Assembly that a large majority of this group belive that we did not have the locally developed defence systems but now we have the systems, so it is time to think of sustainable logictisitcs of these locally developed defence systems now. It is reality but it is not true. Because of this type of understanding, most of the major systems have been planned, designed, developed, produced, and deployed with little consideration having been given to the need for logistics, maintenance and sustaining support over their life cycles.

In reality, design for logistcs and supportability has to be considered very early phase in the life cycle not after the production. Decisions, that were taken during conceptual and preliminary desing phases of the system, directly effect logistics of the system. System design and development will be achived by system design process. The main objective in system design is to maximize the probability that the resulting system design will be operationally feasible. What does operationally feasible mean? There is a customer need to be satisifed so if the designed system performs its job effectively and efficiently in order to meet the customer need. It is very clear that if we incorporate the right characteristics into the system configuration, this will provide us desirable outcomes. This means that this system is efficient. The system can be defined as effective, if its technical and operating characteristics are engineered into the system design. In other words, design-dependent parameters such as affordability, maintainability, supportability, reliability, usability, producibility, disposability, and others must be taken into account and checked whether the operational behaviors are to be realized or not.
