Requirement Management necessitates the application of management discipline rules within the requirement development process. Requirement Management provides reaching an
agreement with the customer about the project requirements, managing the changes in the requirements, constituting the consistency among the requirements, the project plans and the work outputs and carrying out a bidirectional pursuing process between the work products and the requirements.
IMPORTANT STEPS of REQUIREMENT MANAGEMENT:

The most important steps are:
• Responsibility
• Documentation
• Resource Management
• Review
• Creating the basis for project plan,
work products and activities, its
management and control
• Changes
• Measurement
• Verification
Responsibility:
In requirement management, first of all, establishment of the responsible project management group is required.The most important tasks of the project management group throughout the entire project period are:
- determining and allocating the requirements of the shareholders (determining the requirements of
domestic and foreign customers),
- analyzing and managing the
requirements,
- pursuing the changes that affect
the requirements,
- providing the supplying of the
requirements,
- preparing, applying and managing
the project management plan,
other related plans and the documentation.
Documentation:
Requirements and the allocated requirements must be documented. Technical and non-technical requirements can take part in a different document depending on the agreement. Requirement documents can be prepared as System Requirement
Specification, Interface Requirementpecification and Hardware/Software Requirements Specification (and etc.)within the framework of project management plan, system engineering management plan and/or hardwaresoftware development plans.
Requirements must include the nontechnical requirements that will determine the project activities, the acceptance criteria which will be used in a way to make valid that the project work products supply the requirements and
the technical requirements.Resource management:
The other important factor in the management
of requirements is resource management. In order to fulfil customer demands and to increase customer satisfaction, the necessary resources must be determined in accordance with the definition of the requirement and funds must be allocated.
These resources are,
- Human resource; supplying of the
trained and specialist personnel for
requirement management,
- Infrastructure; tools (software tools
and etc.), support services and etc. that
can be necessary for the management
of requirements depending on the
scope of the project and its requirement,
- Working environment.
Review:
The system must be reviewed before its
allocated requirements are predicated
on the project. Revision activities can
be carried out at least within the
framework of the items below.
- Preparing of the requirements in
accordance with requirement characteristics
- Revision of the requirements which
do not fit the requirement characteristics
- Defining of the undefined requirements
if there are any
- Determining of the incompletely or
inaccurately defined requirements
if there are any
- Determining of the new subrequirements
by being predicated on the customer requirements
The requirement characteristics that will be established are expected to have at least the qualities below.
These are:
- Determining of where the requirements
emanate and providing its
traceability with the related documents,
- Its classification,
- Specifying of every requirement
precisely and not being present of
any missing information,
- A wrong value must not be present,
ensuring that the requirements are
correctly apprehended,
- Its not including any details which
are not related to the subject,
- It must be definite, clear and
understandable,
- Its being consistent,
- Its being testable,
- Its not including uncontrollable
activities,
- Its being classified according to the
priority degree,
- For each requirement, the presence
of the qualities such as its version,
date of constitution, the person/unit that constitutes, approval, date of approval and etc.,
- Its being manageable,
Creating the basis for project plan, work products and activities, its management and control In this part which is one of the most
important steps of requirement management:
System/allocated requirements about the project plan, work products and activities are taken as the basis; they are managed and controlled.
Changes:
The changes in the requirements are reviewed and their application is provided. The effect of the changes are tested, the changes that are required to be made for all activities such as the project plan, work products and activities
because of the changes are being:
- Defined,
- Assessed in terms of risk,
- Documented,
- Planned,
- Notified to the people concerned,
- Continued until it is completed.
If the changes are;
- the changes which are made in the
requirements that are not
approved by the customer, they are
fulfilled in accordance with the
decisions taken in accordance with
the project meeting.
- the changes which are made in the
requirements that are approved by
the customer, they are fulfilled with
EAP (Engineering Change
Proposal).
- In the requirements that are in the
agreement, the agreement changes is fulfilled in a way that is agreed by
both parties.
Measurement:
Measurements must be made in order to nvestigate and analyse the condition of the requirement management activities. The metrics about the
requirements can be specified in the project plan peculiar to the project or in a separate metric plan in detail.Examples are given below about themeasurement metrics:
• Number of requirements
• Number of incompletely defined or
undefined requirements
• Number of recently defined
requirements
• Number of cancelled requirements
• Number of changing requirements
• Number of the requested change
requirements
• Number of the approved change
requirements
• Changing scope
• Number of planned/fulfilled
requirements
Verification:
Requirement management activities can be reviewed in the project review meetings which are held peculiar to the project by the top management.Fulfilment of inspections with the representatives of quality department and
fulfilment of verification with the constituted
verification methods is the most important step for the application of requirement management.
CONCLUSION:
Requirement Management provides;
- reaching an agreement with the
customer about the project requirements,
- managing the changes in the
requirements,
- constituting the consistency
between the project plans and
products
- carrying out a bidirectional pursuing
process between the work products
and the requirements and its
traceability.
Therefore, with the determination of the user or the customer of his requirements and what he wants and with the constituting and applying of an effective requirement management of the
producer for constituting products in accordance with the desired characteristics,the following will be provided;
- managing of the project requirements,
- abolishing of the inconsistencies
about the requirements and the
project work products,
- providing of the priorities in similar
projects that may occur and easier
determination of the risks and
their management,
- applying of an effective quality
management system,
- First of all supplying of the customer requirements and user satisfaction.If you plan and manage your risks wellby determining the requirements appropriate to the demand, there will not remain any projects that you will
not succeed as a result of tracing and supervision intended for the past andfuture with your development studies.
